- To implement a treaty or international agreement, Our Minister of Foreign Affairs may permit persons to witness the course of elections as observers.
- Observers are entitled to be present in polling stations while the electoral committee is in session.
- Further rules on the monitoring of elections may be made by or pursuant to order in council.
