An authorisation may be granted either in response to a written application in accordance with the provisions of division 2 or by the submission of a voting pass in accordance with the provisions of division 3 of this chapter.
A written application to vote by proxy may not be made by a voter who has been issued with a voter’s pass or postal vote certificate.
