Article 39
 

 (1) Any person whose name has not been included in the Electoral Register and who claims that he has the necessary qualifications to vote, and, every voter who claims that his designation' address or other particulars have not been correctly shown in the Electoral Register may appeal to a Revising Officer to have his name included in the Electoral Register or to have his designation, address or other particulars corrected as the case may be, not later than twenty-one days after the publication of the Electoral Register.

(2) A Revising Officer may order the inclusion of a person's name in the Electoral Register or the correction of the designation, address or other particulars in accordance with subsection (1) of this section, notwithstanding that no prior application may have been made to the Commission for such purpose.
