(1) The local council shall elect from among the members of the election committee a vice-chair man of the election committee. In nomination districts consisting of more than one municipality or one or more parts of a municipality, the vice-chairman is elected by the local council of the constituency municipality from among its members of the election committee. The vice-chairman shall dis charge the duties of the chairman in the latter’s absence.
