Article 39
 

The names of the candidates nominated on each list of candidates shall be ranked according to the number of votes they have received. The number of votes cast for each candidate shall be equal to the number of votes cast for the list of candidates in which his/her name has been included, minus the number of ballot papers on which the name or surname of this candidate has been crossed out plus the number of all the ballot papers on which the voters have made a “+” mark opposite the name of a candidate. If two or more candidates on the same list of candidates have received an equal number of votes, they shall be ranked in the same order as on the originally submitted list of candidates. The candidates who have received the largest number of votes shall be regarded as elected, whereas the others shall remain as candidates, and their names shall be ranked in the order of the largest number of votes received.
