Article 13 of the draft law prohibits certain persons holding public office from joining a political party, but the cases described herein appear to differ from the cases enumerated in the Constitution. Article 28 of the Constitution makes a difference between two groups of persons: persons who are prohibited from joining a political party and persons for which the law may restrict political activities. It is recommended to amend Article 13 accordingly, also to ensure that the draft law uses the same terminology as the Constitution.
