Subsection (12) is added to § 42 of the Population Register Act (RT I 2000, 50, 317; 2001, 31, 173; 2002, 41, 254) worded as follows:
"(12) If a notice of residence is submitted during the time from the first day of advance polling in Riigikogu or local government council elections or a referendum to the day of the elections or the referendum by a person with the right to vote regarding whom no data on residence is entered in the population register, a competent local government agency shall promptly submit the data on residence to be entered in the population register. If a person who submits a notice of residence is not able to annex to the notice of residence a copy of the document certifying his or her right to use the space or permission from the owner of the space for the data specified in the notice of residence to be entered in the population register, the address details of his or her place of residence shall be entered in the population register at least to the accuracy of the city or rural municipality and city district or rural municipality district."
