Deputies of the State Duma of the Federal Assembly (hereinafter referred to as deputies of the State Duma) shall be elected by citizens of the Russian Federation on the basis of the universal, equal and direct suffrage by secret ballot. Participation of citizens in elections is voluntary. Nobody shall compel a citizen to participate or refrain from participating in elections or shall infringe on free expression of their will.
