The earliest time for receiving nominations shall be 10 a.m. on the day (disregarding any excluded day) next following the latest date for the publication of the notice of election and the latest time for receiving nominations shall be 12 noon on the 7th day (disregarding any excluded day) next following the day on which the writ or writs for the election is or are issued.
