(1) As soon as may be after the fourteenth day (disregarding any excluded day) before polling day at an election or a referendum, the registration authority shall prepare and publish a list of the names of persons (if any) whose applications to be entered in the supplement to the register were received before said fourteenth day (disregarding any excluded day) before polling day and allowed by the registration authority, or on appeal by the county registrar.

(2) The list prepared under paragraph (1) shall form the supplement to the register.

(3) The supplement to the register shall be in such form as may be directed by the Minister.
