Article 37
 

1. Candidate, or the authorized representative of the political party that nominated the candidate, shall submit to the Central Election Commission of the Russian Federation for registration of the candidate the following documents: (as amended by Federal Law No. 93-FZ of July 21, 2005)


1) signature sheets with signatures of voters in support of nomination of the candidate (if collection of signatures is required for registration of the candidate);


1.1) document confirming the fact of payment for preparation of signature sheets (if collection of signatures is required for registration of the candidate); (sub-clause 1.1 introduced by Federal Law No. 64-FZ of April 26, 2007)


2) protocol on the results of collection of signatures of voters in hard-copy in two counterparts and in the machine readable form determined by the Central Election Commission of the Russian Federation (if collection of signatures is required for registration of the candidate);


2.1) list of persons that performed collection of signatures of voters, compiled in accordance with clause 8.1 of article 36 of this Federal Law (if collection of signatures of voters is required for registration of the candidate), as well as the list of the said persons in the machine readable form determined by the Central Election Commission of the Russian Federation; (sub-clause 2.1 introduced by Federal Law No. 93-FZ of July 21, 2005, as amended by Federal Law No. 259-FZ of July 23, 2011)


3) information on changes in the data on the candidate, previously submitted in accordance with sub-clause 3 of clause 6 of article 34 or sub-clause 1 of clause 11of article 35 hereof;


4) first financial report of the candidate.


1.1. All documents for registration of the candidate shall be submitted by the candidate or authorized representative of the political party that nominated the candidate to the Central Election Commission of the Russian Federation simultaneously — not earlier than 80 days before and not later that 45 days before the voting date — before 18:00, Moscow time. (clause 1.1 introduced by Federal Law No. 93-FZ of July 21, 2005)


2. Signature sheets submitted to the Central Election Commission of the Russian Federation should be bound in the form of folders by the subject of the Russian Federation, where the collection of signatures of voters was performed, and numbered. Signature sheets with signatures of voters residing outside the territory of the Russian Federation should be numbered and bound in the form of folders by each foreign state, in the territory of which the collection of signatures of voters was performed. The official of the respective consular institution of the Russian Federation shall certify the total number of signature sheets in each folder presented by the person that performed the collection of signatures of voters. 3. Number of signatures of voters in support of nomination of the candidate contained in signature sheets submitted to the Central Election Commission of the Russian Federation may exceed the number of signatures required for registration of the candidate established by this Federal Law, but not more than by 5 percent. (as amended by Federal Law No. 93-FZ of July 21, 2005)


4. Upon acceptance of the documents for registration of the candidate the Central Election Commission of the Russian Federation shall issue to the candidate, or authorized representative of the political party that nominated the candidate, the document acknowledging the acceptance of the submitted documents, indicating the date and time of acceptance. In the event of submitting of signature sheets this document shall specify also the number of accepted signature sheets and declared number of signatures of voters. In this regard the Central Election Commission of the Russian Federation shall preliminary certify each folder with signature sheets with its seal (special stamp), check the correspondence of the number of submitted signature sheets with the number indicated in the protocol on the results of collection of signatures of voters. Central Election Commission of the Russian Federation may not restrict the access of the candidate, authorized representative of political party that nominated the candidate to the premises occupied by it or refuse to accept documents necessary for registration of the candidate, if the documents are delivered prior to expiration of the term indicated in clause 1.1 hereof.
