In a number of previous opinions, the Venice Commission and the OSCE/ODIHR expressed concerns on the possible abuse of rules on candidate registration (Articles 42ff of the Electoral Code) in order to exclude some candidates. These concerns remain, in particular with regard to the absence of clearly stipulated rules for signature verification, which have not been further developed in draft Article 102. In addition, the stipulation in Article 42.5 that an individual can sign in support of only one candidate could be considered an unnecessary restriction challenging political pluralism.
