Contestants can officially start campaigning only upon registration by the Central Election Commission, which may result in a staggered beginning of the campaign. The OSCE/ODIHR has noted in its past election observation reports that this gave established political parties and blocs an advantage over new parties and independent candidates. The recommendation that the campaign period should begin on the same day for all contestants to ensure the equality of campaign opportunities is therefore reiterated.
