Article 69 (in force since 01.01.2016) on “legal liability” now applies also to presidential elections. The risk that the sanction of de-registration is applied in violation of the principle of proportionality remains. The Venice Commission and the OSCE/ODIHR recommend revising Article 69 of the Electoral Code, in order to ensure that sanctions are adopted in conformity with the principle of proportionality.
