Article 21
 

(1) Any person who has the requisite qualifications to vote at elections of members of the House may apply for registration to the Commission in the form set out in the Second Schedule to this Act; provided that the Commission shall register as a voter any person who is entitled to be so registered whether or not such an application has been made.


(2) The Commission shall refuse an application, by a person to be registered as a voter and the Commission shall not, on its own initiative in accordance with subarticle (1), register a person as a voter only if such person: (a) has lost any of the qualifications necessary to be registered as a voter in accordance with article 57 of the Constitution; or (b) has become disqualified for being so registered for any of the reasons mentioned in article 58 of the Constitution.
