(1) Posting posters in places other than those determined in Article 8 hereof shall be allowed with the approval of the owner or the operator of the boardings, buildings, other facilities or land.

(2) Should the organizer of the elections campaign post posters in places other those determined without the approval as referred to under the preceding paragraph, the owner or the operator shall remove the posters by himself at the expense of the organizer or shall call on the organizer to immediately remove the posters. Should the organizer fail to remove the posters within three days from receiving such request, the owner or operator shall remove the posters at the expense of the organizer.

(3) No request for a special permit or payment of municipal tax shall be allowed for the posting of posters as referred to in the first paragraph of this Article.
