The counting of ballot papers shall take place at the place and time specified in the notice referred to in article 45(d) and shall be conducted in accordance with the provisions of this Act. The sorting of ballot papers shall not commence until all the procedures set down in Parts XIII and XIV of this Act have been completed and the Commission declares that it is satisfied that there has been no tampering. The sorting of all ballot papers shall commence at the same time in all electoral districts.
