Where no objections are made and where the Electoral Commission in terms of the previous article of this Act so directs, the ballot box shall be opened and the number of ballot papers contained therein shall be counted, face downwards, to as certain that the number of ballot papers in that ballot box corresponds to the ballot paper account.
