The amendments lower donation limits both for natural and legal persons: individuals may donate up to EUR 3,000 while legal entities may donate up to EUR 30,000. The campaign expenditure ceiling for each electoral contestant has also decreased to approximately EUR 1.8 per registered voter. This appears to be in line with the UN Human Rights Committee in General Comment No. 25, which provides that “reasonable limitations on campaign expenditure may be justified where this is necessary to ensure that the free choice of voters is not undermined or the democratic process distorted by the disproportionate expenditure on behalf of any candidate or party.”  However, it is recommended to consider further limitations on donations by those legal entities which provide goods or services for any public administration in order to avoid possible corruption.
