The Office of the Speaker forwards the request to a Joint Committee composed of the members of the Committee on the Constitution and the Committee on Justice. The Joint Committee is chaired by the chairperson of the Committee on the Constitution. The vice-chairperson, the spokesperson, and the secretary of the Constitutional Commission serve in the same capacity in the Joint Committee (Art. 131 of the Rules of Procedure). The President of the Joint Committee selects five members from among the members of the Committee by drawing lots in order to constitute a preparatory sub-committee.
