In a unanimous decision, the Constitutional Court held that the act adopted by the National Assembly on 12 April 2016 could not be reviewed under Article 85 of the Constitution because it had all formal elements of a constitutional amendment (title “Bill of Law related to the amendments to the Constitution of the Republic of Turkey”, qualified majority of votes required).
