Article 148 of the Constitution limits the review of constitutional amendments by the Constitutional Court to consideration whether the requisite majorities were obtained for the proposal and the final vote and whether the prohibition of debates under expedited procedure was observed. A review under Article 148 can be requested only by the President of the Republic or by one-fifth of the members of the National Assembly within ten days after the enactment of the law.
