An additional reason for caution is the fact that Turkey belongs to the countries where the European Court of Human Rights has most often found a violation of the right to freedom of expression. At the moment, 104 cases (Incal group of cases) of violation of the freedom of expression with respect mainly to propaganda for terrorism are pending for execution in the Committee of Ministers of the Council of Europe. To these cases further cases on insulting the President and other public officials have to be added.
