While such limitations to the freedom of expression are problematic in respect of all persons prosecuted under these provisions, this has a particularly negative effect on the members of the National Assembly who cannot express their political opinions outside Parliament without fear of criminal prosecution. By removing inviolability for the 139 Members of Parliament, the Amendment of 12 April 2016 exposed the deputies to the risk of excessive sanctions for speech related to their activity as Members of Parliament.
