Instead of seeking a milder solution, the National Assembly proceeded with the most radical measure of complete removal of immunity for the 139 deputies. The Venice Commission therefore concludes that the total removal of all guarantees for the lifting of parliamentary immunity for 139 Members of Parliament contradicts the principle of proportionality.
