Draft Article 37(2) replace the current proportional/majoritarian mixed system by a proportional election system. According to this provision, until the necessary institutional changes are in place, the 150 members of parliament shall be elected in a unified multimandate election district for a four-year term by a proportional system on the basis of universal, equal and direct suffrage through secret ballot. Thus, the current system which is a mix of proportional and majoritarian election systems is replaced by a system according to which all 150 members of Parliament are elected through the proportional system. The  Venice Commission welcomes this change since in practice in Georgia the mixed system tended to lead to overwhelming majorities of the governing parties in parliament.
