Paragraph 52

In democratic states, there are different models for the election of the president. In Germany, for instance, the President (Bundespräsident) is elected by the Federal Assembly (Article 54 German Grundgesetz), whereas in France, the President of the French Republic is elected by popular vote (Article 7 of the Constitution). The appropriate model for the presidential election is to be defined with regard to the overall system of checks and balances within a  specific constitutional order.
