Articles 252 (2) and 264 (4) allow a voter who is not registered on the electoral roll, but who has the right to vote, to be registered as voter if he or she presents a declaration that he or she has not voted and will not vote elsewhere. These provisions require the declaration to be made in a “standard form”, which appears to address a recommendation of the 2014 Joint Opinion, which called for the law to clearly state what kind of documentation is necessary to exercise the right to vote. The 2014 Joint Opinion also made some recommendations concerning voter registration.
