The electoral bureaus of county constituencies and of the Municipality of Bucharest shall only accredit, as domestic observers, citizens with the right to vote, authorised by a nongovernmental organisation whose object of activity is the safeguarding of human rights, lawfully established at least six months before the beginning of the electoral campaign.
