However, this does not mean that historical or foreign experience is irrelevant. The experience of states with a similar history and political culture and located in the same region may be pertinent. For example, the specific national context in Moldova in 2014, led the Venice Commission and the OSCE/ODIHR to be critical towards the proposed introduction of a mixed electoral system, which raised concerns about the excessive involvement of businesspeople in the electoral process.16 Similar objections in other countries have been expressed in other joint opinions by the Venice Commission and OSCE/ODIHR.
