The concerns regarding the accuracy of voter lists, potential impersonation and multiple voting have been recurrent in Armenia. The first Joint Opinion recommended introducing effective and consistent safeguards against multiple voting and impersonation on election day, which should be applied to all voters independently of the document used for voter identification purposes.
