The first Joint Opinion recommended in para. 75 clarifying campaign rules on election day. These provisions are clear in the final Electoral Code. However, the Joint Opinion also specified that campaign finance regulations should cover all campaign-related activities. Article 27.1 of the final Electoral Code still specifies that the Code applies only to specific campaign expenses. The relevant recommendation has therefore still to be followed.
