Article 97.1 provides that the deadline for forming a coalition in order to avoid a second round is three days from the announcement of the official results, which should usually amount to ten days after election day and nine from the announcement of the preliminary results (Article 75.1 and 3). Coalition building implies complicated negotiations and the deadline seems short, even if the preliminary results have been known some days earlier. As the Constitution (Article 89.3) provides two equal possibilities for the formation of a “stable parliamentary majority” – as a result of election or by building a political coalition – this second possibility must be given a reasonable chance. It is recommended that the time period for formation of political coalitions after the first round of voting be extended – before a decision on a second round of voting is taken.
