The Moldovan territory on the left bank of the Nistru river (Transnistria), which is outside government control, poses particular challenges to the electoral legislation. In the 2013 draft proposal to introduce a mixed electoral system, three constituencies were to be created in Transnistria regardless of the population. The 2014 Joint Opinion recommended in this regard that clear criteria for the creation of constituencies be enumerated and that implementation issues be duly taken into account, including with regard to the conduct of the campaign and the use of foreign funds.
