For single-member constituencies on Moldovan territory, voting rights are based upon a person’s domicile, see Article 87(4). Article 87(6) of the draft provides that any Moldovan citizen not registered in advance may vote in any polling station set up abroad. The right to vote abroad is subject to conditions provided in the Regulation on voting for Moldovan citizens living abroad, which the Venice Commission and the OSCE/ODIHR were not in a position to assess.
