The requirement that candidates have command of the Armenian language is a new constitutional provision and is regulated in Article 80.3 of the draft code. According to the Article, this may be demonstrated either by having secondary or higher education in the Armenian language, or if not, by passing a test. The code should provide that the testing of language should be reasonable, objective, verifiable, and subject to effective review.
