Article 23 is a welcome restriction on how candidates who are incumbents or state officials must conduct their campaigns. Essentially, it is a prohibition on campaigning while performing official powers and campaigning using the resources provided for official purposes. See also Article 91.2. It would be suitable to make it clearer what sanctions will apply in case these provisions are violated.
