Article 31 does not provide for a possibility of new observers to be accredited to observe the second round of parliamentary elections. The deadlines for applications for accreditation of observers and media representatives (15 days before election day) and for the CEC to issue certificates to observers and media representatives (within 12 days after request) are overly generous, especially for a potential second round. It is recommended that the deadlines mentioned be reasonably shortened and possibility for additional accreditation for the second round be envisaged.
