According to Article 118.2 of the draft code, the candidate with the highest number of votes is elected. If there is only one candidate, the candidate needs more votes in favour than against. If there is an equal number of votes, the result is determined by drawing lots. A provision for a re-count before such lots are drawn should be included, also in Article 119.2.
