Article 14.1 provides, positively, that applications about any inaccuracies in voter lists can be made to the authorised body by anyone. However, this approach to legal standing is not matched in other provisions of the draft code. Article 48.1 grants legal standing to different stakeholders but only with respect to specific rights or issues. This may result in an inability to challenge unlawful decisions (omissions) of election commissions and other violations of electoral law. A new provision in this Article allows authorised representatives of political parties to appeal against violations of rights of proxies or the party.
