Article 48.3 regulates who may challenge voting results in electoral precincts. It allows proxies and candidates to do so only if they were present at the precinct concerned. This limitation should be reconsidered. As previously recommended by the OSCE/ODIHR and the Venice Commission, the list of those entitled to bring challenges should also include groups of voters.
