The Constitution of the Federation of BiH stipulates, in provision IV.A. 6-8, that the House of Peoples of the Federation shall be composed on a parity basis, so that each constituent people has the same number of representatives (17), while “others” have 7. The delegates shall be elected by the cantonal assemblies from among their representatives in proportion to the ethnic structure of the population and there shall be at least one Bosniac, one Croat and one Serb from each canton which has at least one such delegate in its legislative body.
