This leads to the question of whether or not the ICCPR and the ECHR (or more precisely its protocols) allow for a distinction to be made between first and second chambers from the point of view of the scope of the principle of equal suffrage, to exclude, as regards second chambers, the aspect of equal voting power. This issue cannot be settled without examining whether these provisions apply to second chambers, including those of entities of federal states and the composition of second chambers.
