As far as the term “careful attitude to history” is concerned, while it is not necessarily unusual or illegitimate to use legal tools to officially assess a certain period of history, it is important that such provisions are not used to impose a particular view of history on the persons living in a state or to forestall public debate; they should also not prevent freedom of expression, including free media, academic research and free artistic creation.
