International standards relevant to the financing of political parties and election campaigns are found principally in the United Nations (UN) Convention Against Corruption, and in Article 22 of the International Covenant on Civil and Political Rights (ICCPR) and Article 11 of the European Convention on Human Rights (ECHR), which both protect the right to freedom of association. The right to freedom of opinion and expression under Article 10 of the ECHR and Article 19 of the ICCPR and the right to free elections guaranteed by Article 3 of the First Protocol to the ECHR are also of relevance. Similarly, OSCE commitments under the Copenhagen Document include the protection of the freedom of association (paragraph 9.3) and of the freedom of opinion and expression (paragraph 9.1), as well as the holding of genuine and periodic elections (paragraphs 5, 6, 7 and 8).
