This scheme does not reflect the distribution of Venezuela’s population because of two main reasons. First, the electoral districts drawn in this way are unequally large in terms of the number of voters. This entails that the relative political weight of each vote will be very different depending on the place of the residence of the voters. Secondly, whereas in the 311 common municipios the majoritarian system is used, in the 23 municipios capitales and the single distrito capital the proportional system is used. This again gives unequal strength to votes depending on the place of the residence of the voters. In all, this system benefits rural areas with a low number of voters and harms the country's most populated districts.
