The seven sectors identified by Decree 2878 reflect quite different criteria. Arguably, businessmen, workers, pensioners and students may be considered as distinct social categories. However, the categories of people with disabilities, communes, communal councils, peasants and fishermen do not follow the same or even an identifiable logic. The list contained in Decree 2878 therefore appears arbitrary.
