Furthermore, the Decree imposes that farmers, fishermen, entrepreneurs, students and workers must be associated in order to vote. It should be noted in the first place that the need to have registered at “official institutions, guilds, and legally recognized associations” in order to be eligible to vote as part of these sectors clearly infringes another fundamental right: freedom of association. Indeed, article 20 of the Universal Declaration of Human Rights states that “no one may be compelled to belong to an association”.
