In conclusion, the electoral rules based on sectoral representation set out in Decree 2878 violate the egalitarian principle of “one citizen, one vote”, as established by articles 1, 2, 21 and 63 of the Constitution of Venezuela, as well as the democratic principle of equal voting rights.
