In particular, Article 48.3 of the Electoral Code grants legal standing to appeal against decisions of electoral commissions with respect to the subjective right of suffrage, as well as rights of proxies, observers, visitors, mass media representatives, and authorised representatives of political parties running in elections. These provisions do not mention referendum “parties”, campaign participants, or other stakeholders whose rights and legal interests may be affected by decisions of electoral commissions.
